1: Season and sear beef short ribs on all sides over high heat. 2: Dice the onion and mince the garlic, then sear them. 3: In a pot, combine diced tomato, tomato paste, fish sauce, bouillon, liver spread, bay leaves, and brown sugar. 4: Mix thoroughly, then add back the seared short ribs. 5: Cover and braise on low heat or in an oven at 350°F for at least 2.5 hours until the beef is super tender. 6: Dice the large potato, carrots, and bell pepper, season and sear them under the broiler. 7: When the beef and stew are done, add the seared vegetables, stir, and serve with white rice.
